Frequently Asked Questions

Q:  Whom do I contact about leasing a hangar lot?

A:  You can contact airport commissioner, Philip Mattison at 715.294.2050 or you may attend one of the commission meetings. The schedule is posted on the bulletin board in the terminal building.  You may also make your requested at the Osceola Village Office.

Q:  Is water and sewer available?

A:  Water and sewer are allowed in the lease; however, contact the Polk County Zoning at 715.485.9279 for specifications.

Q:  What permits are required?

A:  Contact Cliff Manwiller 715.268.9233 to inquire about permits.

Q:  Can I put a phone in my hangar?

A:  Cellular service has increased considerably in the Osceola area; however, if you would prefer telephone service to your hangar, you may contact the phone company at 800.872.4016.

Q:  What does a hangar lot cost to lease?

A:  Hangar leases are $0.07 / sq. ft.  Example:  Average lot size is 70' x 80' = $392.00 / year.

     "The Osceola Airport Commission has completed new taxiways and has hangar sites available since late summer of 2004.  The Commission's goal is to provide good aircraft storage density and still maintain safety.  The Airport Layout plan is expected to be complete this spring.  The current layout is a rough draft, and there lot assignments, addresses, and set back requirements, may be changed or edited at the discretion of the Airport Commission.  Final assignment will be made at the time the hangar lot lease is let.

     "Hangars are intended for aircraft storage and aviation services and are subject to all terms and conditions of the Osceola Airport Private Hangar Lease, or Commercial Lease. . . .

     "Minimum size for a single hangar is 2500 sq. ft.  Minimum standard for all hangars are: professionally built appearance and function, with painted metal exterior walls, earth tone colors, galvanized is acceptable on the roof only, bi-fold hangar style doors, a concrete floor and concrete or blacktop ramp.  Site preparation, base, an bituminous is the expense of the owner.  No outside storage.  All proposed hangars must be approved by the Osceola Airport Commission and be completed within one year of a signed executed lease.  Set back requirements are front, 30' from the edge of the taxiway, 15' the back lot line, and 10' from side lot lines.  The Commission owns easement rights around all hangars for the installation and maintenance of utilities.

     There are options to have city water, gas, sewer, and electricity.

     "Osceola Village fees for hookup are approximately $2629.00 for water and $3177.00 for sewer per building.  If city sewer and water are provided for any site, [you] may be assessed for the hook up fees whether [you] hook up or not."

   A deposit of $500 is required to secure your site.

Feds swoop in with help for airport expansion…

The Bureau of Aeronautics and Department of Transportation recently swooped in with some unexpected support for the expansion projects planned at L.O. Simenstad Municipal Airport.

“This was a big surprise,” Administrator Neil Soltis told the Osceola Village Board at last week’s meeting.

The bureau announced that the DOT requested $3.1 million dollars, or 95 percent of the reconstruction and extension of the primary runway from 3,862 feet to 5,000 feet, land acquisition reimbursement for the runway extension, construction of a parallel taxiway to the primary runway and apron work.

“I’m not sure what’s behind it,” said Soltis about the possible windfall, “but this is a good thing.”

It’s not hard to see what’s behind the need for repairs of the nearly twenty-years-old primary runway, which has undergone extensive cracking and is overgrown with grass.

There may be other factors at play that convinced the DOT to make its request.

According to the DOT’s letter to the Bureau of Aeronautics, L.O. Simenstad Municipal Airport receives “several calls each year from operators of both jets and turboprop aircraft wishing to use the airport only to be rerouted to a Minnesota facility due to the current runway length.”

The letter hinted that the airport could become a “significant reliever to the Twin Cities as the seven airports owned by the Minnesota Metropolitan Airport Commission have limited space and funds with which to grow.”

That crunch for airport use has already been realized at the Osceola space, where 25 fliers have committed to the future construction of new hangars.

The request also cited the village’s Airport Business Park, where $3 million was invested to accommodate 10-12 new companies, which could create up to 600 jobs.

“Extension of the primary runway will play a key role in the efforts to grow and attract businesses to the Business Park,” the DOT’s letter stated.

Classified as a Transport/Corporate Airport, the L.O. Simenstad Municipal Airport is used by regular cargo air shipments, air taxi operations, recreational users and its regular customers include Polaris Industries, Hazelden Foundation, Raytec, River Valley Farms and Custom Fire Apparatus, Inc.
